For Borderlands 2 and Borderlands: The Pre-Sequel (the Pre-Sequel side should work but is untested so far). Scales enemies, loot and missions to your level. I wanted to make the gameplay loop somewhat resemble the more modern Borderlands entries. Each bound is its own setting: raise under-levelled enemies, loot or missions, cap over-levelled enemies or loot, or leave any of them vanilla.
